Hand Fed Budgie Chick

Question
I have been hand feeding a chick my Budgie didn't want.  She rejected one and it died.  I have been hand feeding since day one. (she had three chicks ((healthy)) and when two more eggs hatched a week and a half later she wouldn't feed them. This is her first time ever hatching out her eggs.)
My two week old budgie chick isn't growing any noticable feathers.  What am I doing wrong? How can I fix it?
I keep the brooder I made very warm.
I feed on a every three hour interval.
I feed Kaytee's Exact and papaya or applesause at the recommended temps.
I don't overhandle it but my daughter holds it in her hand to comfort it because it peeps until you pick it up.

Answer
Hello, welcome to the world of 2 am feeding lol, i too handfed Two baby budgies from Day 1 the mother refused to feed them or so I thought these were my first chicks....this was about 6 years ago now or more. I would say the baby is doing fine but needs a few more days for his feathers to start poping through give him another 5/6 days and you should see some pin feathers coming up.
