Hello the title is odd I know. Let me tell you my situation before going further,

I live in a one room basement noise is a factor since my sister and her twins+husband live upstairs(the kids are just over a year old) and I'd be sleeping fairly close to where the cage would be. I was wondering if there is something I could use for a cage perhaps plexi glass and wood(with a wire roof for good ventaltion) to contain the noise the birds make and keep it fairly dulled out? I have two love birds currently and they are sitting on eggs. I really like doves/canaries/finches and button quail but I cant have loud birds making noises at all hours of the night...if you have any idea on how to make a noise reducing cage let'd me know!

I don't know of any way to make a noise-free cage for parrots.  To do this, you'd have to eliminate air circulation, and air circulation is extremely important for birds (the cage would have to be air-tight and you can't do this to parrots).  Noise-free cages for parrots are also not available in the retail market.  If parrot noise is a factor where you live, I recommend you move, sound proof your room (or other rooms), and/or eliminate the parrots.
