Abuse of a cockatiel

Question
Is is ok for a person to keep a cockatiel in a (large) cage in a garage where the bird never gets any sunshine.  In the summer the garage must get to be over l00 degrees and in the winter I'm sure it gets really cold. (South Florida)  It also screeches very loud and anoys the neighbors.  When the Garage door is open it acts like a large megaphone.  What recourse do the neighbors have?

This is a serious situation.
A cockatiel should not be living like this. The loud screeches the cockatiel is making is similar to us yelling "GET ME OUT OF HERE." Cockatiels should be in loving homes, not in a garage. Its obvious the owner does not care about the bird if its living in a garage. Not only that, but its annoying neighbors. If I were you I would talk to the owner of the bird. Ask them questions about the bird and why its living in a garage. Or go to this link.

If you care about this bird, I would take it. Get it out of its living conditions and give the bird to a nearbye shelter. Not much info about the care of the bird was given, but from what you tell me, this is not right. I know taking..(stealing) the bird wouldn't be the best thing to do, but sometimes its the only thing to do.
