how to get my horse to go consistantly

Question
We have just bought a 4 yr old standardbred mare.
She is being used for english riding.The problem is she won't go consistantly. She just stops. The crop doesn't seem to be doing any good. Don't know what whould be the best thing to start her with. We have been told the lunge line, but wer'e just new at this. Our 11 yr old daughter is riding her at lessons. Other advanced students are riding her trying to train her, but we are not getting anywhere. Any advice as to where to start would be great.  Thanks, arlene

I would love to answer your question but I think I need some more information in order to be specific.
1. What sort of training had the mare when you bought her?
2. What type of living quarters is she in? (boarding or private?)
3. Please be more specific in what the stop is. Does she stop for everyone, more for your daughter, during a specific move or pace?
4. What bit are you using?
5. How many people are riding her & what are their skill levels?
6. What is her demeanor when she is not under saddle? Does she have a stubborn streak out of the ring too?
7. What is her "rank" in the horse herd? Is she a leader or more submissive?
8. How much time weekly is she being ridden?

Any of her history that you think might be pertinent would help.
