Sucata Tortoise

I recently bought 2 baby sulcatas.  They are both 3" long.  This afternoon I noticed that one of the tortoises had a bump on it's upper eyelid.  The eye itself is clear and there is no discharge coming from it.  When the tortoise closes it's eye, the bump seems to go inside.  The bump is the same color as the outside skin only it is wet.  Any suggestions as to what this may be?  It doesn't seem to bother the tortoise at all and it's overall health is very good.

I'm sorry, but that one is outside my experience. I wonder if it is the third eyelid with some sort of inflammation, but I am just guessing here.
