Answer
Hi Linnette,

Especially with hatchlings, it's vitally important that they be in a proper setup.  That means correct temperatures, a good source of UVB, and good water quality.  You really need to find out what the water and basking temperatures are, get a UVB bulb (I'd get a combination heat/UVB bulb like the T-Rex Active UVheat or Zoomed Powersun; remember that these bulbs would need to be changed yearly), and get a filter.  You'll also soon need a bigger tank, so you might want to think about upgrading to the size they'll need as adults (for two RES, probably 100 gallons).

You can feed in separate containers to prevent one turtle from getting all the food, but your main problem is that you don't have a good setup.  If you make the changes you need to, both your turtles should start doing well.  Keep an eye on the turtle that's swimming tilted, because that can be a sign of respiratory infection, and if you continue to see symptoms (swimming tilted, bubbles, wheezing, gaping/yawning, stretching the neck out to breathe, lack of appetite, lethargy) he needs to go to a vet.

I'm going to give you some links to care information that will help you to get them set up correctly.  Read them all carefully, and then if you have more questions, ask and I'll do what I can to help.
