I have a 10 week old ball python and i'm wondering how well they can hear. if i'm talking next to the cage can he hear me? What if i'm talking while he's in my hands, can he just feel vibrations? will the hearing get any better with age?

Snakes do not hear like humans.  They "hear" through vibrations.  So when you talk to him he is not hearing what you are saying but instead he is feeling the vibrations of your voice hitting his cage.  Just as he feels your voice when you are holding him.  Hearing does not get "better" with age.  It is the same from a new hatchling as it is in a very old snake.
