i have a  red tail boa that is just over 2 feet and i think it has a skin disease it looks dried out i keep soaking it but it wont shed and i don't know why if U have any ideas please let me know at this point i am will to try anything i have head a lot of snakes i have never seen this before

Shedding is under hormonal control in snakes. If the snake is sick (some kind of internal problem) the inability to shed can be a symptom.  Assuming your cage is in condition (temp/humidity) are correct (and boas are a little bit more picky about those than say a corn snake) then I would say you should take the snake to the vet and have it checked out.
