hello i brought a new rosella 4 months old.
i noticed that some of his nails are misssing. will it    grow back again.
and is it easy to tame him and make him speak.

If the nails are not injured or missing from the nail bed, they will likely grow back. What happened?
Taming any bird takes patience and adjusting our way of thinking about animals. We are used to dealing with other mammals when it comes to behavior and trying to modify that behavior - which is a big problem when it comes to birds.  If we interact badly with a bird (like trying to use discipline) we might just establish such a degree of distrust that the relationship never recovers.

As for talking, the one thing I strongly advise is to never get a bird for conversation.  Once you start enjoying your bird for their own personality, you really shouldn't even notice that they aren't using human words. They communicate in so many other ways.
 Also, remember that it takes years for a human to learn to use words (and we are learning all our lives). I had a little male cockatiel who developed a 30+ word vocabulary in less than two years; but also have two female macaws on site who are no where near that after 4 and 5 years.
