taming budgies

hi
i have two budgies
and i've recently seperated them in order to tame them, because its just to hard to tame them together.
my male budgie is coming along nicely, stepping on my finger when i push his belly,
but my female one ABSOLUTELY FREAKS OUT when i push her belly. she doesnt freak out when my hand is near, calm actually, but when i try to get her to step on my finger, she climbs the side of the cage, or flies away. how do i get her to step on my fingers
