sores around shouder area

i have two domestic rats. one has developed little red bumps on her right shoulder. i thought it might be mites or lice or etc, but the other rat doesn't have any bumps whatsoever. i tried taking her off of all carbs, thinking she was either allergic to wheat or to gluten, but that was at least 1 1/2 weeks ago. their bedding is paper pulp from petsmart, or shredded newspaper but that's very rare. i plan on taking her to the vet this week, but i wanted to know if you had any idea as to what could be causing these bumps. she's scratching them and just in general scratching more than usual. thanks. cindy

Could you please answer the following questions, to help me further.
Are these bumps, like cuts, i.e. blood coming out of them. Or are they like spots?

Do you feed any protine in the diet?

Does she have any bumps around her chin area?

How old is the rat?

Are it's claws sharp?

If it is Lice/Mites the other cage mat might have not contracted it yet.
