I have bred my hamster twice and both times were unsuccessful...My friend also bred her hamster to the same male...and it was not pregnant.  Could this mean that he cannot make a female pregnant, or something else?

Yes, exactly like you said, it probably is just that he cannot make a female pregnant.  This could be because of his age (too young or too old) or his genetics.  Another scenario would be if both of the females that you and your friend tried to mate can't get pregnant.  This is usually determined by age, so if both of the females are more den 1 year old, then this could be the case.  Either way it would probably be a good idea to not try to mate those hamsters anymore if they are not getting pregnant.
