Shih-poo housebreaking

Question
Hi! I asked this question on the general Dogs board but I probably should have posted it here under training. We have a 2 year old Shih-poo, and while she is a wonderful, sweet little dog, she is still struggling with housetraining. We purchased a crate a few months ago and have been having some success, but she still will go inside just as easily as outside - while outside she prefers to run laps and play or roll around in the grass. She has never given us any signals when she needs to go - sometimes we'll catch her circling, but even if we apprehend her and take her outside, she gets sidetracked and won't go. We give her treats when she does go outside, and place her back in her crate when she doesn't go, but she still does not understand that she can't go in the house. Any suggestions would be hugely appreciated! Thanks in advance!

Answer
Here is how I house train a dog:
I allow the dog no freedom in the house unless I am watching it.
If I cannot watch the dog directly, I crate the dog (or keep it tethered to my waist).
Take the dog out every two hours, or as often as they need.
Take the dog out after it eats, drinks, plays, or wakes up.
Praise when the dog eliminates outside.
If the dog doesn't go while outdoors, back in the crate - try again fifteen minutes later.
NEVER scold the dog for accidents inside the home.  They just learn to be afraid to eliminate in front of you.

Hope this little cheat sheet helps.
