Adaptable forms of dog exercise for disabled owner

Question
I adopted a great dog 4 days ago as a Service Animal. Bijou is the perfect poodle, I however, am not. (He needs some training but that's on me...lol)...PROBLEM IS...I cannot walk more than 1/2 a block, slowly, before I have to stop from the pain...so my walks with my dog...are not providing him with any EXERTED exercise.  I do not own a car to go to a dog park and have no fenced in area, yard, or nearby dog park.  I wanted to know if it would be a BAD IDEA to go to the nearby park and use a tie-out stake with about 25-50 ft of line to allow Bijou to play and give him a chance to "run around", chase, fetch...I've heard this is a BAD IDEA because the dog may take off, pick up speed for 50ft, and then choke or break his neck when the leash snaps taught...I will become more fit, and provide longer and faster paced walks...with more walking on my part...Until then, HOW CAN I... provide adequate exercise for Bijou...  I chose you because you said you research your answers if you are not familiar...and I couldn't find anything about tie-out stakes...except for advertisements. Thanx for your efforts and response.

Answer
Hi!  I think using a stake to tie Bijou up at the park WHILE SUPERVISED is okay to try.  Different dogs behave differently when tied up, and yours may be just fine.  If he's not, you will be right there to put an end to it and avoid any injuries.  Also, you may want to consider playing fetch with a toy or ball in your home (maybe in a long hallway) to help with exercising Bijou. Good luck!
