My german shepard had 6 pups 10 days ago..But it seems like they are not getting milk from most of the nipples..they go from 1 nipple to another whining..how do I know if the mother has enough milk and that the pups are getting enough??

you have a pretty good indicator there. If they were getting enough milk, they would not be moving from nipple to nipple and whining.
They may be getting volumn, but not quality. If the milk is not rich enough, they will behave the same way.
Get her to the vet, right away. He will properly diagnose the problem, and give you instructions, and probably some meds to correct this.
Was the dog fed a dof food in a formula for pregnant dogs? Is she getting food in a formula for nursing dogs?
these are important.
If you canot get the dog to a vet, or get hold of a vet for several hours, you might try this. I have had good luck in the past, giving this to nursing mother cats and dogs.
To one can of evaporated milk(not skim, the regular condensed milk)add 2 cans warm distilled water, and karo syrup. If you use the small can of milk, use 1/2 teaspoon karo(light karo, not the dark) If you use the large can of milk, 1 teaspoon of karo.
Let the dog drink this, and in a matter of one or two hours, she should be able to feed.
If pet stores are open, or the vet's office, when you read this, you can get bottles & nipples, and puppy formula for suplimental feeding, and the vet will tell you what to do for the mother.
It would be much better for her to be seen by her vet, but the condensed milk and water and karo, will help in a pinch.
You can also make a formula for the puppies with this.
Give the puppies a small feeding to tide them over until mom can nurse them.
I would add just a little more water to milk ratio, maybe 1 of milk to 2-1/2 to 3 of water. Same ratio of karo syrup.
The syrup is important. If you feed just the water and milk, it may constipate the puppies,and the mother.The karo will help correct that.
The prepared puppy formula is better, if you can get it.
Do NOT use any syrup besides karo. Karo syrup is simple syrup, other syrups have other things added, and could cause a really bad digestive problem.
Before the pre-mixed formulas came out, distilled water, Karo and Pet milk was what we made formula for our babies from.
If you cannot get distilled water, boil tap water for at least 10 minutes, to remove chemicals and chlorine from it.
