abused male 1 year old papillion

we accepted this puppy knowing he had a problem with collars and leashes....sure enough he went nuts when we put a harness on him....how do we help or train him to accept a collar and leash?
we also have a female papillion fixed that loves going on walks..............thank you

What you can do is this-put the leash and collar on around the house,let him drap it around the house,for short periods until he gets used to it,then hold the leash and follow him around the house or even the yard,again until he gets used to it,then start taking him for short walks,and slowly make them longer
