He wont stop marking

Question
I have a Sussex Spaniel male, he's four years old.  When he was a puppy he was raised with an older female english cocker spaniel, and never marked, never lifted his leg.  He was neutered when he was of age to do so.  Well, a little over 2 years ago I got another cocker spaniel female about 3 months old (he was about 2 1/2 or 3, he's almost 5 now) and he started marking his territory.. prior to that he learned to lift his leg.  And that continued until my dad got tired of it and made him and the younger spaniel *they were inseperable) live outside.  Then I moved out and took them both with me into an apartment with no backyard.  He marked the refrigerator, the couch, the comforter, etc.  and continues to do so now.  I had to get rid of the cocker and send her back to my parents where she is doing a lot better, she had been barking and piddling (a common cocker problem) and she's calmed down a lot.  My boy, however, is still marking everywhere.  He only pees on the things he's previously marked, my roommates comforter being the main objective, and/or new things brought into the house he doesn't know.  How can I stop this from happening?  He is neutered, I thought that was suposed to stop it, he didn't even start this habit until after he was neutered, and many years later.  Was it because he was introduced to another new dog?  They get along great, always playing together, I think they love eachother, but could that be why?  Or is he going to be like this forever?  Is there anything I can do to stop it, or redirect it, something, anything!

My roommate and I would love hear back from you!

Answer
Marking is often a dominance issue, and since yours has been doing it for so long, it is unlikely that he will stop. You can try practicing "Nothing in Life is Free" http://k9deb.com/nilif.htm and I would suggest on-going obedience classes for him. I would crate him when no one is around or he cannot be watched, and those areas where he has marked need to be thoroughly cleaned so there is no odor remaining. (There are several products on the market for removing urine odor.) The other thing you might do with him is to put him in a belly-band when he is inside; this won't prevent him from trying to mark, but he won't be hitting anything. http://www.showpaps.com/bellybands.html
