are there any dogs that are born without tails?

I had gotten a puppy that is 7 weeks old, she is mixed with three different types of breeds. The Father is a Rottweiler, and the mother is Chow/Blue Heeler crossed
The owner of the puppies said out of a litter of 10 that eight were born without tails and two were not The puppy I have looks fuu bred chow except there is a stub for the tail IS THIS POSSIBLE?

Yes, it is totally possible. Nature is constantly experimenting, and genetic mutations crop up on a fairly regular basis. Many eventually extinguish or die, but some are perpetuated by breeders. Just think of all the different breeds we have and all those variations. Those variations initially came about through mutations, and many would not have survived in the wild, except for human intervention.
