Question
Our Beagle takes his meals as he gets hungry. His bowl is fixed in place in our carpeted kitchen (rough surfaced carpet)It is his habit before he partakes of Biljac semi-hard pellets to scrape his nose hard on the carpet. He does this over and over again until h gets just the right amount of scrape--and then devoures what's in his bowl. Why?

Answer
the question your asking is why a specific individual does a specific thing, science cannot answer this question, but it can give your more general idea. one may be that your dog does not like the smell of the food, and therefore trys to clear the smell before eating, or that he needs to smell the food more so he scrapes his nose to expose more nerves to the scent. other explainations may use more behavioral knowlege. such as your dog gets frustrated by some enviromental stimulus, possiblely the fixed bowl, and has developed an elaborate ritual before eating. Simular to a superstion.  the bottom line is that we can only guess at why a specific individual does an action. but an educated guess, can come close to the truth, and alow us to correct problem behavior.
