Housebreaking a rescued chin

Question
We recently adopted a rescued Japanese Chin, we believe he is about 1 1/2 to 2 years old.  He was rescued from a puppy mill and has a real fear of crates.  We have been having trouble housebreaking him.  He was doing very well for about a month, and now he is having accidents in the house right after he has been out.  He has even wet on our couch and even on our bed right in front of my husband.  We have tried to keep him on a consistent schedule, we have 2 other dogs that don't have any troubles with this.  Any suggestions?

Answer
the first problem you need to address is the fear of crates. by properly ajusting the dog to life with a crate. you will save alot of trouble. take your time and get it used to being quiet in the crate. try taking the door off the crate and placing it in a doggy play pen. this will give him space to be out of the crate and move freely in and out while restricting his access to the house, then over the next few weeks you can work on adding the crate door, then removing the play pen, and closing the dog into the crate. Restricting access is the most important part of house breaking. you must control the dogs access to the house. get the dog used to suthing its self inside the crate. alos with many rescue dogs you should work with a animal behaviorist or behavior knowlegeable trainer, going allone may make unknown issues worse, and be very frustrating for you. hope this helps.
