hi. I have a female chihuahua on her second heat. I also have a male chihuahua that is about 7 months that I am breeding to her. they are always together and shes gotten to her second stage in heat where she puts her tail to the side and is willing to let him mount her. I have noticed him mount her a couple times, but only for 2 seconds then he gives up. I'm almost positive they haven't tied. so my question is,  is there something I can do to help them or is he a lost cause? could it be that he's too young, and still? I've noticed his testicles have dropped so does that mean he's  fertile or not necessarily? thank you.

As any animal, dogs can mature at different times.  I would say two things are going on:
One is that he is too young.  Even though others have bred that young, your pup may be too young.
Two is that they are together all the time.  The male will get so used to her that he will not want to breed, or she may be mothering him and not want to breed.  So next time separate them when you see the first signs of heat.   then when they are together he will be really looking for her.
