The puppy is doing great he is preety much potty trained.. But, I cant understand why Buddy my Maltese is regressing..Can you help me please???

Answer
Did you keep another male puppy?  If this is the case I would suggest immediate castration for both dogs.  It is not adviseable to keep entire males together and the problem you describe is likely to be only the first of many problems relating to a power struggle between the two dogs as they fight for dominance.  Buddy is marking his territory to let the puppy know his place, a direct result of having another entire male dog around.  The puppy at this stage is NOT urinating in the house out of deference to the older dog, but when he reaches puberty and an age where he wants to challenge for dominance he will also start to exhibit this behaviour.
You will also need to consult a local dog trainer to assess Buddy to give you a plan for re-establishing your own dominance over him so he does not continue to mark YOUR territory.  For starters here are a few tips.
1) make sure he does not get on any furniture or even IN the bedrooms, those are human places, dogs at the bottom of the pack belong on the floor.
2) make sure the dogs eat last, and that they KNOW they're eating last.
3) train him for at least 10 minutes twice a day in basic obediance work to get him used to taking orders from you and obeying without question.
Castrated dogs are generally happier and healthier animals and there'll be no risk of any more unplanned puppies (which in a dog not old enough to have had the necessary health tests for breeding I'm assuming (or at least very much hoping) the puppies were unplanned.)
Hope this helps.
