my dog is trying to dig under the fence,will lining the base inside with gravel stop her?

Probably not, if that's >>all<< you do. Dogs can dig through gravel just as easily as dirt. You can either line the inside of the fence with paving stones, bury some chickenwire all the way around the inside of the fence, and/or install an invisible fence (or a strand of 'hot wire') along the bottom of your existing fence, which will keep your dog from getting close enough to the fence to dig out. The invisible fence installed on an existing fence works quite well, and is a lot less work than doing pavers and/or burying wire, for about the same cost in the end, depending on the size of your yard.
