My almost 2 year old neutered male has been humping a lot and then whimpering

I know the humping/mounting is a dominance thing....and a behavior issue. I DO try and stop it when I catch him.
But sometimes I just observe him and after humping  he stands back and looks at the item and whimpers ..is he frustrated, in pain? No pain behaviors.

I can't say why your dog whimpers, a whimper is a way dogs express anxiety or misery. However, if your dog is whining, that implies frustration, and may also be associated with attention-getting.

Your best bet is correcting your dog's behavior with as much consistency as possible.
