my 23 week german shepard puppy

i have my German shepherds puppy 2 days now.. all he does is run from us, and he likes to hide and sleep. when he see us coming near him he runs again.. we have to pick him up if we want to get close and show him love. is this normal?

No, this is NOT normal. He obviously has not been socialized and handled by strangers. I would return him and get your money back, and then look for a breeder who socializes his/her puppies properly.

With a *LOT* of work, you will be able to walk up to him and pet him, but he will NEVER be the dog he should have been, and he will never be reliable with strangers.
