house training two male chihuahuas

i have two male chihuahua's one is about 4 years and the other is 7 months we do not take them outside to go potty we have pee pads for them to go on but they pee everywhere in the house. could you please help me on how to potty train my chihuahua's

The thing you can try is to first put them in a puppy pen and put down either papers or puppy pads-and every half an hour or so(also when they start to sniff around a lot)put them on the pads/paper then praise them once they start going on them on their own.Then what you can do after they goes on them for  a week on his own,is then gate him off with a baby gate for another week or so-then slowly let them have more freedom in house,if they make accidents again,back in the gate they go
