Enlarged Nipples

I have a 1 year old female lab and she had her first heat cycle about 2
months ago and ever since then her nipples
have been enlarged and she kind of has like saggy bag types by where
they first get there milk in the back and sometimes
her nipples are sore and crusty. I know for sure she never locked with
another dog because she was too young so I watched her everytime she
went outside so she can't be pregnant. Do you know what it might be?

Your bitch is most likely having a false pregnancy. The symptoms are identical to a bitch in whelp; some will even go so far as to mother a stuff animal (or real puppies if they can). She should be spayed unless you have plans to show or breed her, as intact bitches are more prone to pyometra (deadly uterine infection) and mammary cancer.
