Dog Bathroom

I have a teeny yard with no grass-all brick and stone.  I have a Husky who does his business under the stairs.  I put fresh mulch over bare dirt in this space pretty often.  However, the space smells like urine.  Is there anything safe to put on this space to eliminate the odor?

It might be better to use some limestone, keep removing the Mulch, it does absorb odors and I can smell cat poop around my place as they run wild in neighborhood.
Also, u might want to dribble some pure bleach over it or some moth balls, but make sure the dog does not eat at them, best u do not do that one at all.
Just keep it clean, remove stinky stuff and dispose of and use bleach around the area to kill the odor.  I do not know of anything else since u have such a small area to let the dog use, better than nothing, try walking it more to go elsewhere also.?
