Standard Poodle aggression toward other dogs on runs

I have 2 standard Poodles which I have had since they were 9 weeks old. My oldest 14 months old was attacked by our fostered Bouvier several times, 3 times out of 6 he had to be taken to the vet. He's stayed pretty submissive most of the time even after the attacks. Sometimes we thought too much so. So we re-homed the Bouvier and got his half brother who is now 9 months old. They are just about perfect boys in the house, other than that they chew a lot of things they shouldn't like loose things on tables and our shrubs and such. My biggest issue of late is that I take them on Bike rides because I can't walk fast enough to give them exercise. When we pass other people or dogs they have started lunging at them and when I stop to correct them they pulled me and got to the dog and one of my dogs nipped the small one who was standing there and this has happened twice. My back is turned and I'm not sure which one is doing it or why? ??? they have not ever been aggressive before and my husband thinks it's because when we are running they think they are on the hunt and the little dogs are prey? I just want dogs I can have around other dogs without worrying if they will start something. I took them to training when they were younger, but they just taught me to yank on the choke chain and if they don't have one on, like when they run or most of the time, what good does that do for my control? Hi Sherri,

Sorry to hear about the attacks on your dog.  That is something dogs don't soon forget.  
I would suggest you start walking your dogs. If you can, walk one at a time to start with so you can see who is the instigator is. Walking with your dogs is a great bonding experience.  A normal pace is satisfying to most dogs.  If they move faster than you, make them slow down.  It will take some time but it's well worth it.  Later, reintroduce the bike riding, your dogs will be more responsive and focused on you. It may be hard to stay away from other dogs, but if you remove temptation, then the ride will be less stressful for all of you.  

Standard poodles are not aggressive dogs by nature, they are more playful if anything.  The nipping is often a sign of play.
