Male dogs (no matter the breed) are capable of breeding quite young, usually when it begins "humping" behavior, which might be as young as 6 months of age. Female dogs on the other hand, should not be bred before their second heat cycle to ensure that she's mature enough to be a good mother to her pups. Breeding females should not be bred every year, every other year is the safest,  and they should not be bred after  6 years of age. Male dogs can continue to breed as long as they show the desire to do so.

Though your dog may have a desire to breed quite young, whether or not he'd be successful at it is another story. It is common for Pugs to require a caesarian section to give birth. Having a litter of Pug puppies can be a very expensive undertaking. You should consider this.

The reason for breeding a dog should be to create healthy puppies, and nothing else. With that in mind, both your male dog, and whatever female he's bred to should be tested by a vet for genetic health problems which could be passed down to the litter.  The people interested in buying your dog's puppies may be willing to pay more for puppies whose parents were genetically tested.
