Pom Hair Loss / How about a food change ( Innova ) and Some Vitamin E / and NuVET Plus

My little Pom is losing her hair.  She seems healthy, the vet thinks it may be a 'skin' problem.  They put her on thyroid medicine thinking that may help.  Her thyroid test show normal but her hair loss continues.  She is only 4lbs and earlier in life had problems with her pancreas.  Her and our larger pom share a can of Mighty Dog in the morning and share a can of Cesar in the evening.  We keep Science Diet out during the day.  I was reading the Royal Canin food and considered changing their food.  Help!

Can you find some Wellness Core Dog food or Innova Evo Dog food at the local pet store?  I would like to see if you could find a better brand than the ones you are currently using.
