Tammy, I have adopted a fully deaf Bichon puppy.  He was a cruelty cash from Mexico and has been shuffled around from the SPCA to a Poodle Rascue center for the majority of his short 5-6 months.  He has been with our family since Thanksgiving.  He is adapting well and takes cues from our hearing Maltese.  I am not using a vibrating collar at this time.  My problem:  How can I train him to let me know when he needs to go out to go potty?  He is not a barker and I would rater not teach him to do so.  I thought about the bell at the door trick but since he can't hear it not sure if that will work.  He also likes to poop on the cement patio which is a bummer as well. Even after me taking him out.  I think he is used to pooping in a run.  Help!

First off cudos to you for taking on such a big job. I don't think using a vibrating collar is necessary right now.  YES you can use the bell method.  First you will need to get your sign language that you will be using down as everyone else.  You can teach him to look at you by tapping your foot on the floor till he looks at you pointing at your nose.  That can be his cue to watch you.  Treat him when he does quickly so he gets that cue.  
 There is SOOOO many things that you can do with this little guy to have a full, happy well adjusted dog.  I suggest getting with a personal trainer who as dealt with this.  I could tell you but I would be here forever.
