Question
I have a 9 wk old pitbull. Ive been putting wee wee pads all over the
house. She was using them for the most part. Now all of a sudden she is
going everywhere but the pads. Even in front of me. When I try to tell
her no and put her on the pad she thinks I'm playing with her and u
Runs around and barks. She is never phased by anything. Ithe problem
is that she still has to get her second set of shots. So I don't want to take
a chance and take her out where she can be exposed to other dogs and
people. How do I deal with this? How do I get her to go on the pads? I've
tried the best options that I could.

stop giving her so many choices. Set the wee pads up in one spot and put her in a pen. She is too young to have so much freedom. Keep her confined for the periods of time after she eats and drinks. at least 45 minutes,then after she goes on the pad let her out- she will get it. A gated area or pen are the best solutions.
You are right to be protective till she has all her shots but you must be consistent about potty training and limit the space she is allowed to go. You are giving her permission to go all over so she has no clue where you want her to go.
The longer you wait to spay her the more her hormones will confuse the issue by urging her to mark her territory. These are highly territorial dogs.
You have more than just potty training to think about so you better get some books on the subject and start a puppy training class as soon as she is finished all her shots.
