At 3 and 1/2 weeks, he/she would still be nursing from mom so you will need to get some puppy formula from your pet store.  You can also pick up some puppy chow, and start giving him/her a little bit of that soaked in the formula.  At 4-5 weeks mom starts to wean them so you can start cutting back on the formula if he/she is eating the dry food well.
