Odd behavior in swimming pool

Could my 18 month old black lab have a mental problem?  Lately she won't get out of the swimming pool and stands below the waterfall all day - literally!  I'm worried about the chlorine effects on her coat as well as her paws.  She will even fall asleep while standing under the waterfall.  I think she has been traumatized by a horrible thunderstorm we had recently and is scared to go outside in the backyard.  She is so stubborn when you tell her to go outside to do her business in the morning.  We crate at night in the utility room, but leave the crate door open.

I think she is just fine labs truely do love water and it is getting warmer lately, The clorine isnt good for her paws, coat or to swollow and I personly wouldnt allow her in my pool for her safety, I reccomend fenecing the pool with some sort of wire or something of that the like.
