lab getting hyper

We have a 16 months old entire male lab, who is generally well behaved, but gets extremely excited when meeting people whilst on the lead. He tends to leap forward at people you are greeting, even though he is being constantly reprimanded, knowing it displeases us, but it is like he just can't help it. What is the best way to discourage him from doing this?

More training.  Do you have an opportunity to take the dog to training classes so that it can learn in a training environment not to jump?

If you can train the dog to sit 100% reliably, have the dog sit when a person approaches.  Offer them treats if that helps.  

You can also google online for many training websites that can give you step by step help, but I recommend going to a class.
