i have a 8 month old puppy that is a lab retreiver is twice a day enough to feed him..? i am afraid of over feeding as i done this when he was younger. also how do i stop him from jumping on other people i have to distract him by petting him it does not always work what would you recommend?

Twice is OK at that age.  Some only feed once a day at that age.  You should be feeding an all life stages food now. Switching to an adult chow for the larger breeds at 4 months, slows growth and helps develop sturdier joints.

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs. Stepping backwards is one of the most effective was of teaching a dog not to jump up on you.  It is a quick and easy solution.  Now, getting other people to do it?  Try prepping them ahead of time.  You can also have him on a leash when you expect guests and give him a leash correction and the command to sit.  Don't let people pet him until he sits quietly.  The most difficult part is getting people to cooperate.
