Question
My 12 weeks old golden retriever puppies weigh female 4. 3 lb and male 6. 2lb.
They play a lot and very smart. The vet doctor told me at their check up two puppies are healthy and no warms and their teeth are perfect. They are just smaller than usually. They eat very good home made food three to four times day. Do I need to be concern because they are much smaller than average golden puppies?

That sounds very small for their age.  They may not be purebreds, or their diet may be wrong.  Homemade diets are much more difficult to get right than many think.  You might do better to switch to one of the common brands of dog food.  They are carefully formulated to give dogs the complete and balanced diet they need.  

Please don't fatten them up in an attempt to increase their size.  You should be feeding a puppy chow now. Switching to an adult chow for the larger breeds at 4 months, slows growth and helps develop sturdier joints.

Your dog definitely should be narrower at the waist than the hips and chest. You should be able to easily feel the ribs, but not see them. Each dog is different. Standard recommendations are a good place to start, but each dog must have its food and exercise adjusted to its individual needs.
