Question
Dear Labman,

I have recently moved houses and I am trying to retrain him to do his
business at a specific spot, our balcony. I have been putting him in his crate
for a long time then at times when I know he will pee, I would bring him out
to the balcony and wait. However after a LONG time, he still wouldn't pee, I
would let him back to his crate but just when he goes back to his crate, he
pees...

What can I do to retrain him successfully?

Most likely the balcony is too small to walk him around or other exercise to stimulate exercise.  What area did he use before, and is there anything you can do to make the balcony more like it?  

Until you solve the problem, a grid in the crate will help cope with the problem.  They are available with the crates, but expensive and hard to find. A piece of closely spaced wire closet shelving from a home supply place is cheaper. I am now using a plastic vegetable bin with plenty of holes drilled in the bottom. It helps block off part of the crate for the smaller puppy.
