Question
How should I handle crate training if both my wife and I work during the day?  Because she is 11 weeks old, she shouldn't be left caged (except at night) for more than three hours.  As of now, I am putting her outside in a 20 x 10 pen until we're home from work...

There simply is not a good solution to leaving an 11 week old puppy all day.  Even if they are in an area where they can relieve themselves, they still need a mid day meal and company.  They can easily go 4-5 hours in a crate at that age.  If neither of you can make it back for lunch, see if a neighbor can help or a professional dog walker.  I don't know if the doggy daycares take that young of puppies.  

I don't like the outside kennels.  If it isn't covered, a hawk could carry off such a young puppy.  They can be stolen or teased and abused by anybody that wonders by.  They are wet when it rains, cold in the winter, and hot in the summer.  Shade and a spill proof water dish are essential.  They may protest by barking which will annoy the neighbors.  Even if it is common, it isn't a good idea.  Dogs belong in the house.
