want to buy this dog, owner says ears will come up after being seperated from siblings pulling and chewing on them.  True or just trying to make a sale?  The dog is already 6 months old.

I doubt the siblings have much to do with it.  Some Shepherds' ears are slow to stand and a few never.  If erect ears are important to you, I wouldn't buy the dog unless the owner can give you references from others that the ears stood up after 6 months.  

What is the owner doing with a whole litter of 6 months olds?  What kind of socialization have the puppies had?  Dogs not exposed to strangers, men, women, children, noise, traffic, etc. before they are 12 weeks old may never be comfortable around them.  Puppies should be in their homes by 7-8 weeks.  

Have you made the usual checks, parents hips and eyes certified, etc.?  Perhaps you need to look at http://www.woodhavenlabs.com/articles.html#breeding  Much of the advice on buying a puppy comes from show breeders.  Naturally, they tend to give advice in their own best interest.  Many of them are leading offenders when it comes keeping puppies too long.
