i have a female she was bred 1 month ago today but she has signs of coming back in heat like the swelling and bleeding is that normal

No, this is not normal at all.  Usually if a breeding doesn't take, the female will simply come in heat on schedule the next time. Sometimes a female will have a split heat but it's rare.

This could be a sign of uterine infection and she needs to see a vet asap especially if the blood isn't bright red, but rather sort of thick and pale looking. This is indicative of a pyometra infection and could be fatal if left unattended.
