Answer
First, newborn puppies should be inside the house with the mother in a place that is quite and away from everyone- NOT OUTSIDE!

Get a big, huge box and cut an opening for her to get in, leaving a 6 inch edge so puppies cannot get out.
Put blankets in the box to keep them comfortable  and warm.

She is trying to find them a warmer place and moving them and will continue to move them because of the weather.......

Newborn puppies temperature should be 98 degrees inside a box......they cannot regulate their temperature in their bodies and die from cold.......

You need to Google "newborn puppy care" and educate yourself.

I do not mean to be rude, but I will be blunt when it comes to the lives of puppies: You do not need to have puppies when you are so uneducated about the whelping and care of newborns!

Here is a formula for you to make and put into a regular baby bottle to feed the puppies:

1 can (12 oz.) evaporated milk (NOT condensed)

1 raw egg

1 cup whole, plain yogurt (no flavored yogurt!)

1 teaspoon white syrup (Kayro syrup)

Mix in blend: do not froth, simple mix...........

Pour into airtight pitchers or container...a milk gallon is good... and add 1-2 cups sterile water (bottled water, filtered water or distilled water is fine)

You can pre-make baby bottles up as you might your own infant and store them and all formula in refrigerator.

Heat a bottle in a bottle warmer or in a microwave- but remove the nipple while heating. Test the temperature on your inner arm as you would your own infant. The temperature should take the chill off, but not be warm- more of a room temp but a shade warmer.........

If mother nurses them, fine. Use the formula in baby bottle to supplement her. Be sure to hold the puppy in your lap in an upright /inclined position while feeding a baby bottle and burp the baby after eating. It could take 20 minutes, but must burp. Hold the puppy in your hand under its stomach as you pat its back to burp.

Mother may not be a very good mom as you did not tell me her age or circumstances...

This all upsets me to hear that you have them outside and know nothing about newborns: it is like having a newborn human infant living outside under the house or in a dog house!
