Beagle- Cold Climate

I live in Regina, Saskatchewan, Canada and it is COLD here. I think this is the cause of my problem but I am not sure. I have a year old female Beagle named Lexi and she is house trained she rings a hanging bell with her nose when she needs to go out to pee. The problem is that she can't seem to make it through the night without going to the bathroom in the house (both forms). She doesn't even try to ring the bell she just goes and does her business. I thought it may be because it is so cold she just doesn't want to go outside. Any ideas of how to fix this? I don't want to just buy training pads and teach her that peeing in the house is ok. Please help any info would be appreciated!

HI thanks for writing, I am somewht stumped on this one as I oive in warm weather CALIFORNIA and don't have any experience with cold weather and how it affects a dog. It could be becuase she is cold but it couod also be beucase she cannot get out. Is it possible to put in a doggy door so she can makeher own choice about going out without having towake you up to get outside> Otherwise as I said I am not sure how to advise you on this one.
