whining/shaking

Question
i have a four month old beagle that ive had for two months
give or take a few days and recently ive moved him away from
his brother to another apartment with just my girlfriend and
i
i was wondering why he gets so scared and whiny when anyone
including me picks him up not necessarily abruptly
either..also he shakes when its not cold and theres no
reason for him to be scared can u please help me with this
is he going to grow out of this whiny stage?

Not knowing much else about him the best I can offer is that it sounds like something spooked him, it may be a noise, a person or something, this is typical of when they are frightened. When he is doing this the worst thing you can do is pick him up though because it reinforces the behavior. Since I don't have much background on him there isnt much else I can offer.
