Hello,
     When I tickle my wife and she wiggles around laughing, my cat will jump out of nowhere, grab my wifes head "without her claws" and gently bite her face. I was hoping you could tell me why.

Sounds like she's joining in the fun!  Cats will play with humans like they play with other cats - "hugging" with their front legs and gently biting and wrestling.  If it's bothersome to you and your wife, you should put her on a time out in the bathroom for 15-30 minutes.  This teaches the cat that she can't play with people the way she would with cats.  Most times this starts to train them within a couple weeks.  Either that, or you could make sure you don't tickle your wife unless you are in a closed room without the cat.
