QUESTION: my male got my female pregnant he is nuetered now .he lays in the box with the mother an kittens and helps clean them but he started taking kittens out of nest box and dropping them off in different places in the house why is he doing this

Neutered males often make great "wet nurses".  However, it is not good for the kittens to be constantly moved.  Cats will move kittens because they perceive a threat (real or imagined) to where the kittens may be currently.  What is the mama doing about this situation?

You never told me how old the kittens are or if you have any children or other pets in the household?  All of these may influence the perception of threat to where the kittens are currently.  If they are over 4 weeks, it may be time to wean them anyway.  

If the male persists in this behavior, you may have to keep him away from the kittens until they are weaned.  Once a cat gets it into its head to move kittens around, it can be difficult to dissuade it.

QUESTION: 19 days old the mother runns after him when he takes a kitten. there are dogs and kids the dogs do not bother with her or kittens , she loves the attention when the kids are there with her . she dosent like to be alone.there are 5 kittens and he only seems to take out 2 in particular, he hets them in his mouth and runs downstairs to basement,

Then you will need to keep him out of the room since he can inadvertently hurt the kittens with excessive carrying.  

You can probably start to wean the kittens at 5 or 6 weeks of age. Once they are on solid food, it would be best to have no feline visitors with them until they are about 12 weeks of age.  This gives them a better chance of developing a healthy immune system.  During this time period, also, they can go to the vet to get their normal kitten shots.
