My neighbor has two cats that are left in the apartment hallway all the time. Both of the cats are very small and appear to be underfed. I just want to know if there are laws preventing me from taking these cats into my custody?

I just want these cats to be cared for and loved just like any animal should be.

Laws governing pets are very particular to each jurisdiction.  You would have to contact your local humane society or animal control authority to see what your township, city, or county laws may be. Failing this you can check with your town council, city council, or county lawmakers to see what the scoop is on animal control laws.

Personally, anyone who allows their cats to roam an apartment hallway is being very inconsiderate of the animals.  Perhaps a talk with the owner might be warranted to see why they are leaving them out in the hallway, and would they object to you taking charge of these two cats?

I would be leery of calling animal control as confiscated animals are often put to sleep, again, depending on your jurisdiction.
