13 mo old female Bengal hasnt gone into heat

Lola is 13 mos old and hasn't had her first heat.  We bought two unrelated Bengal females (a week apart in age) and the younger one (Greta) is pregnant with her first litter. Lola has always been smaller than Greta and probably weighed about two pounds less than Greta before she got pregnant. Could she be sterile or just a late bloomer??

Every cat is an individual in size and sexual maturity.  Admittedly Bengals are usually mature quite early, but then again I have Burmese who are on a par and I have two sisters, one has had a season at 13 months, the other one hasn't and they are of a similar size.  I would not give up on Lola at the moment as she may be a late developer.
