Is it humane or cruel to have a dogs voice box clipped to prevent loud barking sounds?

Personally, I think it is cruel.  Some vets will do it but the majority won't.  The safest and humane option is using a citronella anti-bark collar.  This collar sprays citronella into the dog's face when it barks, and since dogs dislike the smell, the make the association and barking will be minimized.
